This costume is cheaply made and the sizing is way off. I got a size 2-4 and it was too small for my two year old son. After the first wear, at least 3 of the snaps fell off. The company quickly issued a refund and I returned the item.
Small
this would definitely fit a 2T or maybe 3T, definitely not a boy that fits 3T or 4T, way too small for a 4T.
Weird sizing
The sizing says 0-9, which is weird to begin with, but I'd put it at 6-9. There is no way my 4 month old will fit into this. It's a cute costume though. I just wish it had snaps instead of Velcro and was true to it's size. But really, what is 0-9?
